39 years after Israel's invasion of June 5, 1967, can the Golan Heights return to the heart of Syria's foreign policy?

The Golan Heights took center stage in 1991 with the start of Syrian-Israeli peace talks, disappearing from the agenda with the last breaths of the Clinton administration and the Sharaa-Barak meeting. How should the issue be rekindled?

It is fascinating how even the simplest international disputes are sometimes left to fester. The issue of the Golan Heights is one case in point. Israel has been occupying the Syrian Golan Heights illegally for the past 39 years and the issue has yet to be resolved. Yet, under Hafez Assad, Syria and Israel were close to sealing a mutually agreeable deal. According to the Clinton working paper, a summary of the January 2000 Syria-Israel peace talks at Shepherdstown, Syria was prepared to normalize relations, establish a mutual security regime, and set-up a joint water-sharing mechanism with the Jewish state, in exchange for Israel?s total withdrawal from the Golan. If we are to believe the Clinton memoirs, that deal fell apart because the then Israeli Prime Minister Ehud Barak ?got cold feet.? In June 2007, it will have been forty years since Israel invaded the Golan Heights, and over a quarter of a century since it blatantly annexed the Syrian territory, in complete disdain of global condemnation and of United Nations Security Council resolutions (such as 242, 338 and 497) which have repeatedly declared Israel's actions illegal. Sadly, it is necessary today to remind the world ? including the Syrian people ? of this fact, as in the last six years, somehow, the issue of the Golan Heights has been wiped off the international agenda, being overtaken by Syria's interference in Lebanon (now itself dubbed an occupation by mainstream media) and ridiculous questions of Syrian "seriousness" about peace. The Golan Heights played a starring role during the 1990s, when the equation of "land for peace" was first presented by then-president George H. Bush in his address to Congress......
